The Scheme was launched in the full form of the Scheme for the Welfare of Hand and Workers in the Unorganized Sector, formed as a project by the Kerala Tenth Workers Welfare Fund in 1980.
Employees between the ages of 18 to 50 who are not eligible to join other unorganized benefits work in the unorganized sector are entitled to membership.
Any employee who does not belong to any other welfare scheme, such as Chendamalum, Chandru, Naadsharam, Padayani, Tara etc.
Those who work under the National Employment Guarantee Scheme can also join in the affirmative of Kudumbasree, Janashree, and Suvichikka, who are self-employed, based on the fact that they are not members of the other welfare fund.
